EDUCATIONAL ! INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate’s, Bachelor’s, or Master’s degree that is not required for the classification. BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher. AGENCY/DEPARTMENT: Health Care Agency â€" Public Health, Covered California Public Health Program Coordinator is represented by the Service Employees' International Union (SEIU) and is not eligible for overtime compensation. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermit! tent, and Extra-Help vacancies within the Health Care Agency. ! NOTE: This classification is within a bargaining unit that is subject to an agency shop arrangement which mandates a Regular employee to either join Local 721 of SEIU and pay dues as a member OR either pay a service fee to Local 721 or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization.

Examples Of Duties:
Duties may include but are not limited to the following. Establishes program goals and objectives and determines priorities; provides supervision, technical assistance, and consultation to program staff; Designs operational systems and ensures conformance in daily o! peration; designs tools and implements methods to monitor program performance; Interprets and implements state and federal program mandates; establishes and interprets program policy; monitors and evaluates program activities and budget expenditures; collects and analyzes statistical data; Develops and writes proposals for grant applications; determines medical eligibility and authorizes expenditure of program funds for diagnosis and treatment or delivery of services; Communicates directly with health care providers concerning individual cases and administrative matters as appropriate; Serves as liaison with funding authority and departmental fiscal unit regarding program financial issues; Meets with interested community organizations to promote program goals; Conducts educational outreach activities and develops program information materials for distribution to organizations, community groups, and the general public; Represents the department at meetings with community age! ncies, the public, State, and Federal program representatives; prepares! a variety or reports, records, and correspondence; compiles and analyzes narrative financial information and statistical data to improve operations; Confers and cooperates with others on policies and procedures as well as organizational, personnel, budget and operational issues; May train, supervise, and evaluate staff; and Performs other duties as required.
Typical Qualifications:
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list. EDUCATION, TRAINING, and EXPERIENCE
Progressively responsible experience related to the specific program assignment, which has led to the acquisition of the required knowledge, skills, and abilities.
A Bachelor’s degree in Public Health, Health Education, Public Administration, or closely related field and at least three years of experience related to planning, coordination, implementation and evaluation of health educ! ation/service projects in a public health setting.
NECESSARY SPECIAL REQUIREMENTS
Possession of a valid California driver license may be required for some programs.
DESIRED
Masters degree in the public health sciences
Experience with and knowledge of the Affordable Care Act and Covered California
Three (3) or more years experience in public speaking, including preparing and presenting to large groups

If there are three (3) or fewer qualified applicants, an oral examination will not be conducted.
