Blue Shield of California seeks a Recruiting Manager who is responsible for leading and managing a team responsible for the identification, assessm! ent and nurturing of internal and external talent using creative, proactive, cutting-edge recruitment methods.
This position is located in our corporate headquarters in the heart of downtown
San Francisco
.
The Recruiting Manager will focus within specific business unit recruitment needs and workforce planning.
More specifically, the Recruiting Manager will develop relationships at all levels throughout all of Blue Shield’s business units/functional areas.
Assisting business units with forecasting and workforce planning is an essential responsibility.
Developing and deploying long-term, sustainable recruiting strategy, including pipeline maintenance, channel management, and strategic partnership, is critical in this role.
As an employer brand ambassador, the Recruiting Manager evangelizes the Blue Shield of California story and mission.
Responsibilities
The Recruiting Manager will be! responsible for supporting the full lifecycle recruitment pro! cess.
Specific responsibilities include:

The Recruiting Manager will lead/manage a team of Recruiters and Recruiting Coordinators in the successful recruitment of talent.
Goal setting, development and performance management for the team are significant responsibilities.

Responsible for the development and maintenance of a recruiting strategy that aligns with company, business unit, HR and TA long- and short-term vision, goals and objectives.
·
Ensure compliance with various Federal regulations including those dictated by the EEOC, OFCCP and Blue Shield’s Affirmative Action Policy.
·
Manage the portfolio and pipeline of current and upcoming requisitions so that they are appropriately allocated to internal recruiters.
Assess Recruiter and Recruiting Coordinator staffing levels and supplement as necessary within budgetary allotments.

Maintain soli! d relationships with business unit leaders by keeping commitments (in the form of SLAs), relaying relevant intelligence, and keeping an open line of communication.
Relationships should be maintained in the form of partnerships where both the recruiting manager and business unit leaders have accountability and responsibilities throughout the recruitment lifecycle.

Meet regularly with senior leaders from all lines of business to deliver Talent Acquisition scorecards and business reviews.
Create partnership strategies that ensure effective management of expectations, clarity regarding SLAs, roles and responsibilities and a superior level of customer service.

Maintain consistent communication with the recruiting team to ensure updates and changes are effective.

Leverage data within applicant tracking system and other reporting to ensure recruiting efforts are timely, accurate and within compliance.!

Ensure each candidate has an exceptional experien! ce from first touch point through first day of hire.
·
Partner across HR and enterprise to ensure consistent message and experience for both candidates and internal clients.
·
Gather market intelligence on Healthcare and the Health Insurance markets.
Partner with Workforce Planning and Insights team to gather competitive intelligence with regard to locations, compensation, skill availability, diversity, etc. to inform workforce planning strategy.
Assist Workforce Planning and Insights team to develop short- and long-term workforce plans based off of this intelligence.

Ensure diversity and inclusion are central to Blue Shield’s hiring practices.

Share proven techniques and strategies with other recruiting team members.
Stay informed of trends and innovations within the recruiting industry to remain competitive.
Job Required Education/Experience
Educa! tion/Experience

At least Five years of recruiting experience and also at least two years as a recruiting manager strongly preferred.
·
Previous experience recruiting candidates for health care services is a plus.
·
Experience with IT sourcing and recruiting is a plus.
·
An SPHR or PHR is desirable.
·
Experience interacting with both functional (business) and technical internal clients.
·
Experience managing expectations of demanding internal clients.
·
Previous experience with reverse recruiting, conducting telephone screens and screening resumes for designated hard to fill positions is required.
·
Experience within a fast-paced corporate environment is required.
Experience recruiting within an agency is a plus.
·
Experience with direct sourcing and cold calling candidates to identify lists of p! otential prospects to leverage for current and future positions.
·
Experience working with applicant tracking systems and the MS Office Suite is required.
Experience working with Kenexa/IBM’s BrassRing is a plus.
·
Experience leveraging both candidate and employee referrals for current and future positions.
·
Expert skill using internet resources including but not limited to: resume databases, recruiting and search techniques such as LinkedIn, user group lists, industry-specific online professional networks, advanced Boolean searches, blogs, and job boards.

Expert task management, resource management and interpersonal skills to support time-critical staffing needs.
·
Possess excellent interpersonal, organizational and communication skills, positive attitude and high level of initiative.
·
Must possess strong initiative and interpersonal skills and be results-oriented. Must have the drive to win.
·
Wo! rks with a high sense of urgency, ability to remain flexible within a highly dynamic changing environment and still deliver on deadlines. Works well with ambiguity.

The ideal candidate will be highly motivated, self directed and a quick learner.
·
Project management experience is preferred.
·
Ability to travel to other Blue Shield offices as needed is required.
