This is the entry-level classification in the Purchasing Series and is responsible for performing routine purchasing related work as required. Essential functions of the job include, but are not limited to, the following: Review! s purchase requisitions and confers with departments by phone or in person to clarify requests, explain purchasing procedures, and provide additional information. Confers with product vendors regarding prices, discounts, deliveries, availability of goods, specifications and quality of different materials, and expedites delivery of goods. Keeps informed of new products market conditions and current prices; evaluates vendor performance. Analyzes bids received, compares specifications and prices, reviews market trends, makes value analysis and makes recommendation of award of order. Prepares written bid specifications based on equipment, services, or supplies as requested in accordance with Purchasing Section policies and procedures. Solicits annual maintenance agreements and blanket order renewals with vendors. Manages and monitors vendor files. Reviews contracts for completeness and accuracy. May drive on City business depending on the needs of the position. Ensures Departme! nt services are provided with the highest customer service and! ethical standards. Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner. Performs other related duties as assigned or as the situation requires.

Minimum Requirements:
Knowledge, Skills & Abilities Knowledge of: Basic mathematical operations such as addition, subtraction, multiplication and division. Sources of information regarding supplies, services, and equipment. The principles, practices, and procedures used in procuring supplies, materials, and equipment. Skill in: Effective customer service practices. Effective oral and written communications, both on a one-on-one and a group basis. Interpersonal interactions with individuals at all levels. Making independent judgments and decisions based on standard policy or procedure. Multi-tasking, organizing and prioritizing assignments. Utilizing a variety of Microsoft Office software programs, including Outlook, Excel, and PowerPoint. Ability to: D! etermine and analyze market trends. Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period. Establish smooth working relationships and effectively resolve interpersonal conflicts. Foster a teamwork environment and resolve interpersonal conflicts. Handle confidential information with discretion. Maintain a high level of accuracy in preparing and entering financial information, and performing routine repetitive tasks. Model and practice the highest standards of ethical conduct. Prepare purchasing specifications. Prepare spreadsheets, charts and graphs utilizing a computer and automated spreadsheet software. Read, write, communicate effectively and comprehend directions in English. Other Characteristics Willingness to: Work overtime as requested. Assume responsibility for maintaining a safe working environment. Experience No specific requirement. Experience working in a Centralized Pu! rchasing Department highly desirable. Experience in PeopleSoft highly d! esirable. Education/Training Bachelor’s Degree in Business or Public Administration, or a related field. License(s) / Certification(s) Valid Class C California driver's license. Note An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements.
