Reporting to the Assistant Vice President (AVP) of Facilities Management, the Director, Campus Construction & Utilities (DCU) will lead! the construction and utility management departments. The Director is charged with both providing strong leadership and management to FM and establishing a healthy culture of teamwork, transparency, and openness. This person will be responsible for administering the Facilities Management capital program including all new construction, renovation and facility renewal projects. The position is also accountable for all campus utilities such as power/standby power, water, sewer, and natural gas. He or she will work together with his/her team as well as with other campus and non-campus stakeholders to ensure a high level of input and collaboration. The Director will offer strategic leadership by working with campus and department colleagues to develop operational, financial, employee and customer service goals and plans design to meet the University's mission. Works under the broad policy guidance and direction of the Assistant Vice President, Facilities Management. Provides dir! ection for 7- 8 team members. Directs the efforts of numerous ! consultants, contractors, vendors, students and specialists.

Duties and Responsibilities:
Design & Construction
Direct and coordinate activities of the Project Management division including administration and budget.
Be the owner's representative on all construction and renovation efforts
Development of quality costs estimates and documentation are critical to this position.
Coordinate day to day efforts with campus clients, Budget & Treasury, Facilities Management colleagues, and other university entities.
Develop and continuously improve USD's design guidelines and specifications that address quality, value, constructability, maintainability, and sustainability goals.
Maintain project management system for tracking, scheduling and coordination so information is available to campus stakeholders.
Review specifications and research specific problems involving old and new building equipment and materials. Make field studies as r! equired.
Lead FM efforts in total building commissioning and inspection activities during the concept, design, construction, start up and warranty phase of new construction and renovation projects with a focus toward life-cycle-costs and sustainability, maintainability and operability.
Deliver the highest quality construction at the best cost
Assist Campus Master Planner (CMP) to develop and update the USD Capital Program to meet the short and long term needs of the University.
Coordinate with CMP to develop long range growth plans and develop land use options for USD leadership to evaluate.
Assist with programming, scheduling, budget analyses and preparing the required project documentation for review and approval by campus leaders, The Board of Trustees, and all applicable local/state agencies. Provide status and feedback on the state of the program.
Work includes coordinating with Campus Space Committee concerning space utilization, Budget & Treas! ury to assist in development of the capital program; consulting with ea! ch Vice President area to assess the need for improvements and relative priority; and assessing program funding, scheduling and siting implications of individual projects with the appropriate campus offices.

Utility Management & Planning
Responsible for operation and maintenance of the campus Utility Distribution Systems (above and below ground).
A critical portion of the Director's responsibilities is ensuring that the University has reliable utilities for power, water, steam, natural gas, and sewer.
Will develop and maintain USD's Campus Utility Master Plan so it aligns with the growth and vision of the University.
Will strive for best-in-class management of the Central Utilities Plant, Utility Distribution System, Energy Management System, and standby generators.
Ensure data is available to FM personnel in an easy and accessible format.
Research and actively support campus energy and water conservation initiatives to reduce USD's carbon f! ootprint, water consumption, and financial impact.
Acts as the campus representative, for interactions with State and local agencies and/or suppliers of utility services.
Responsible for budget development and management of utility funds working collaboratively with the Division Budget Manager and Office of Budget & Treasury.
Review new and changing environmental regulations and develop new methodologies for meeting these regulations.
Directs post occupancy reviews of completed projects and develops better processes based on best practices and lessons learned.
Maintains the construction and utilities portion of the FM Web site. Job Requirements
A Bachelor's degree in engineering, building or construction management, business administration or related field is required. A Master's degree in Business or Engineering is desirable. LEED AP or PE is highly preferred. Experience will be considered in lieu of an advanced degree or certification.
A minimu! m of 8 years of progressive management experience, with at least five y! ears in a mid-level leadership position. Experience in higher education is preferred. Demonstrated understanding and appreciation for working in a consensus-driven environment is required.
Must possess a valid CA driver license and be able to drive university vehicles
Experience leading the new construction and facility renovation programs for an organization is required. Must have supervisory skills preferably leading project management professionals in their efforts to successfully bring projects in on-time, on-budget, and on-scope. Ability to manage multiple projects from concept to design and through construction is essential. Able to assist project stakeholders conceptualize and develop a project in a collaborative and engaging manner to meet their needs.
Exhibit effectiveness in strategic and organizational planning. Must have experience in goal setting, data analysis, metrics, benchmarking and mentoring. Developing and analyzing trends and making logical ! recommendations are necessary.
Knowledge of alternative delivery methods is required so project options are available to USD.
Demonstrable experience in the area of utilities management is desirable. Must be able to work with consultants and various utility companies/suppliers to frame recommendations and understand trends and critical paths. The ability to monitor, plan, and execute a logical course of action with regard to utility purchasing and achieving utility cost savings is preferred.
Must be a role model and lead a department and effectively influence a large organization in a progressive and positive manner. FM is undergoing a shift to a more robust, modern organization. Change management skills are essential to achieve FM's improvement goals.
A flexible and hands-on management style that empowers staff, sets high expectations, and holds departmental colleagues accountable. A demonstrated track record of managing, motivating, and mentoring team memb! ers to maximize individual and collective performance. Also, an open an! d accountable management style that reflects the values of the University is required.
Strong customer service attitude and philosophy are major factors for this position. A demonstrated track record of employing customer service strategies and an ability to exercise proactive team-oriented approach to support both internal and external customers.
A high level of comfort with a fast-paced, intense, and fluid environment where priorities can change rapidly. The ability to provide logical, rational recommendations and decisions in high stress situations is required. Must have the judgment and ability to exercise tact and sensitivity in dealing with complex issues and situations coupled with the requisite skill to base decisions in the institution's best interest.
Ability to become an intellectual partner on the FM leadership team and be accepted by senior administrators and faculty as a trusted and respected partner who is willing to listen and then gets things do! ne.
A strong work ethic with evidence of a successful track record of meeting or exceeding stated goals. Delivering a professional work product on time is essential.
Excellent verbal and written communication skills and demonstrated ability to communicate proactively and effectively with diverse publics.
