Reporting to the Director of Transportation Services (TS), this senior management position provides leadership and directio! n to major department operations on University Campus, Hillcrest and La Jolla Medical Centers, as well as Moore's Cancer Center facilities. These department operational units include Transit Operations; Compliance Operations; Field Operations/Special Events; Maintenance & Purchasing; Pay Station Operations; Permit Management & Systems Operations; and Medical Center Parking Operations. Provide senior level financial management and budget planning to plan, direct and control a $8 Million operating budget, as well as support the TS Director in the planning, development and control of TS total annual budget of $27 million. Work closely with TS Director and Operational Leadership Team to facilitate the resolution of budgetary, administrative, contractual, legal and public relations problems with unique or one-time projects or requests.
Provide focused and well managed oversight and communication of various projects and programs. Develop short and long range plans for TS infr! astructure needs.
Provide highest level analytical an! d problem solving skills. Incumbent has full authority to decide and act on operational programs, policies and long-range planning issues, and has signature authority for personnel and budget actions in the assigned functions. Plan, coordinate and direct use of computer-related activities of TS; determine immediate and long term strategic and technical requirements for all cash and business systems deployed in TS. Manage TS customer communications plan including oversight of management responses to customer service complaints. Correct operational problems in a timely manner. Forecast and plan parking programs and services impacting over $100 Million in parking structure decisions. Manage and develop complex space utilization models designed to maximize parking utilization while balancing diverse needs of customer base. Negotiate and/or approve terms and conditions of contract agreements with new and existing vendors and consultants. Establish and maintain expertise and info! rmation on alternative forms and technologies of transportation and parking programs, including their economics. This position acts in the absence of the TS Director.

QUALIFICATIONS
BA/BS Degree in Business Administration, Public Administration, Urban Planning or related field and seven years of progressive management and supervisory experience; or/and equivalent combination of education and experience; or equivalent experience.
Proven progressive management experience in planning, organizing and directing a diverse workforce involved in transportation, parking and/or facilities management. Experience in, but not limited to, transportation and parking operations, financial and labor management, customer service, employee training and development, facility/space planning, audit and control and long term strategic planning and implementation.
Must possess strong leadership skills, hum! an resource management experience, strong interpersonal relations skill! s and excellent written and verbal communications skills. Experience working in a union environment preferred.
Strong budget management experience with senior level financial management and budget planning experience to plan, direct and control a $6.5 Million operating budget and to effectively analyze and communicate financial performance. Skilled at data gathering, analysis and experience constructing tables, charts and graphs from data compiled for use in reporting and presentation.
Strong analytical and problem solving skills; ability to evaluate information, practices, procedures, problems and situations to recognize alternatives and consequences, formulate logical and objective conclusions and make recommendation or take action appropriate to the situation.
Experience managing customer service programs; ability to design, monitor and evaluate customer service programs, focusing on constant improvement in quality and service. Proven experienc! e successfully resolving difficult service complaints and public relations issues.
Proven experience in strategic planning, project management, supervision of professional and support staff, resource development, allocation and management. Must have experience developing short and long range plans for transportation and parking infrastructure needs.
Advanced skill in the functional use of computer and web-based applications such as but not limited to: MS Office Suite, Outlook, T2 Flex, Drive Cam, Amino Systems, Syncromatics and e- Business tools. Prior in depth experience utilizing T2 with an understanding of the program preferred.
Must demonstrate use of initiative, creativity and ability to problem-solve and provide recommendations or implement solutions to complex issues and needs. Recommend or implement appropriate course of action on behalf of management. Ability to properly handle sensitive issues that arise frequently in a rapidly changing ! environment.
