The California State University, East Bay, main campus is located in the hills overlooking the San Francisco Bay. Under administrative direction of the EXCEL Director, the Veterans Counselor provides comprehensive academic, personal, financial, and career counseling to veterans, low income, first generation college, and disabled undergraduate students at CSU East Bay.
The Veterans Counselor manages a caseload of students and assists in increasing their retention and graduation rates through counseling and advisement, workshops, referrals, and other forms of direct interventions. Using professional judgment and appropriate referrals to campus services and external resources, the Counselor has full professional responsibility for assisting veteran students to resolve problems of considerable difficulty that affect their ability to be successful in their educational and career pursuits.
The Veterans Counselor assists in planning and implementation of counseling services for veteran students and collaborates with the Veteran Affairs Coordinator in service delivery and serves as a liaison between faculty, staff, student organizations, and off-campus community groups.
RESPONSIBILITIES: Assist in development of service delivery plan in collaboration with the Office of Veteran Affairs and the EXCEL Program; recommend, plan, prepare, deliver and staff educational and informational activities (i.e. workshops, seminars, information sessions, information tables) related to education of veteran students; develop promotional materials and conduct outreach activities to recruit veteran students; maintain collaborative relationships with allied campus programs (Educational Opportunity Program, Accessibility Services, Student Health and Counseling Services, Financial Aid, McNair Scholars, and Academic Advising and Career Education) to coordinate student referral; represent the program at various university and division meetings and committees; maintain detailed and current records on each veteran student including academic plan, quarterly academic progress, counseling/advising contacts and referrals; assist in development and dissemination of satisfaction surveys; assist EXCEL Director in collecting data for required reports and evaluations; maintain knowledge of federal/state legislation, rules, policies and procedures pertaining to veteran student benefits; participate in professional development opportunities; attend required staff and division meetings and participate in campus activities and committees, as appropriate.
REQUIRES: Equivalent to three years of progressively responsible professional student services work experience, and equivalent to graduation from a four-year college or university. Additional specialized experience may substitute for education on a year-for-year basis. A Master's degree may substitute for one year of the required experience. At least one year of experience working with students confronting similar issues faced by veterans in a college setting. Demonstrated ability to communicate effectively with diverse student, faculty, staff and community is essential.
PREFERRED SKILLS & KNOWLEDGE: Master's degree in counseling, education, social service or related field. Previous TRiO program experience is desirable, demonstrating a sensitivity to and understanding of the student target group. Preferred experience working with special populations such as veterans, low income, disabled, and first-generation college students; general knowledge of the principles, practices, and trends of the Student Services field; knowledge of CSUEB GE, major, and graduation requirements and university academic policies and procedures; thorough knowledge of the principles of individual and group behavior; knowledge of the calculation of grade point deficiencies, grade point average, and the impact of academic renewal on a student's GPA; knowledge of financial aid policies, procedures, and deadlines. Ability to analyze complex situations accurately and adopt effective courses of action; ability to advise students individually and in small groups on complex student-related matters; ability to interpret and use computerized screens on admission, registration, advising, and financial aid to advise students; ability to ability to communicate effectively with diverse student, faculty, staff, and community; proficiency in using a computer programmed with Microsoft Office and other basic office software, and experience using complex databases; excellent writing ability and working knowledge of general statistical and data collection procedures; ability to work collaboratively with individuals, departments, and organizations.
